A 4 amp, 14 volt regulator is only going to handle 48 watts, probably not enough for even one lamp. A 10 amp regulator would handle up 140 watts. Any linear voltage regulator will have to dissipate as much power as the headlamp. (e.g. if the lamp is 200W, then the regulator will dissipate another 200W, which is a lot of heat.) So you want to get a "switching" regulator if possible. Switching regulators are more efficient. Really, for a highway vehicle, the best solution is just to locate appropriate 24 volt lamps.
