The only stupid question is the one that is not asked! There is nothing wrong with building the rack as you described. The stringers (4x6) run from the front to the back. next (2x6) run side to side. Finally run a long (2x6) along the outside edge of each side and bolt them to each sideways (2x6). You need to do this only for support on the outside edge. It also helps to keep stuff from silding off.
