The bombing of the Oklahoma City federal building wasn't the first such usage -- look into the bombing of the Army Math Lab at UW-Madison during the anti-war protests. That didn't tighten things up much and I doubt Oklahoma City did either. And I've no doubt there were previous bombings using ANFO.
