Someone did a study a while back and concluded that sniping does work. It's probably a psychological thing: folks are less inclined to make the highest bid they're willing to pay if they think it's not necessary. Also, an early bidding frenzy tends to draw the attention of buyers who may not know what something is really worth, but figure if everyone else is bidding it must be a good deal.
That said, if your goal is to get what you're bidding on, go ahead and bid your max long before the bid ends. Most snipers are bargain hunters who are trying to get something cheap by not showing their hand. Snipers will almost always get knocked out by a reasonably high bid.
