Twisting the rotor in the direction of rotation should allow the rotor to move close to 15 degrees against spring pressure. when released, the rotor should return to the original position. Putting those few drops of oil on the felt pad inside the hollow rotor shaft is an often forgotten bit of yearly PM, which eventually allows the mechanism to stick and prevent any spark advance. They will idle fine, but rev them up and the exhaust gets red hot real quick.
