You have a source for that, clodbuster? The UN has no ability to outlaw anything. Vessels in international waters can and do carry weapons. However the practical matter is you have to do something with those weapons when you go into port, and no shipowner wants to lose his vessel because it was caught in port with contraband weapons.
Also, there's the matter of defending your vessel from attackers with rocket-propelled grenades. RPGs are as common as houseflies in Somalia. An RPG hit in the right place can do a lot of damage to a vessel, particularly a tanker; most masters do not want to risk a fire aboard a ship, which is just about the worst possible scenario. And it's pretty difficult to miss a ship with an RPG, considering that Somalis in Mogadishu were able to shoot down two Blackhawk helicopters with the same weapon.
