I agree that it is probably just stuck to to the flywheel. Sometimes it is possible to break it free by rocking the tractor. The best method is to use a pry bar thru an access hole and break it loose. Might not have an access hole. More risky is to tow it and by using a combination of the brakes and clutch break it free as was mentioned earlier. Next winter be sure to "prop" the clutch pedal in the disengaged position to avoid this problem again.
