They make (or at least used to make) some "tabs" that hooked to the outer lip on the rim and extended inwards, ending with a bolt hole for the just like the welded-on pieces you have now. Check with a farm tire dealer. If you can find some, that would get you out of removing the tires from the rims to deal with the mis-placed welded-on tabs you now have.
