You could let it go but it will probably continue to rust and eventually will cut into your tube. Had the same thing on a tractor I got. Took the wheel to a welder, he cut out the rusted area, and welded a new piece in. The we re-drilled a stem hole about 180 degrees opposite. While you have the tire off. You may want to treat the rim to prevent further rust. Since you wont be doing any high speed driving, the rim will be okay.
