The fuel gage measures electrical resistance. The sending unit is a varible resister. Use a Ohm meter to test the sender the ohm reading should change as the float moves up and down, if it is any good. The gauge measures the amount of resistance to ground, if you ground the wire that goes to the sender the gauge should peg at full.
