Was the 39 volts AC with the regulator and battery connected? If so I would suspect open diodes in the regulator, that sounds like a no load voltage. Check to make sure that the battery is installed correctly. if connected backwards or if the tractor was ever reverse boosted with a dead battery, it will destroy the diodes in the regulator in an instant.I was always told that the absolute min voltage to charge a 12V batt is 13.5 and should be 14.2. If your battery has a shorted cell or is very dead it might overload the alternator and hold the voltage below normal. Those briggs alternators dont have much reserve, my 17 HP will charge 6A with the clutch turned off but is down to 2A with the mag clutch turned on, so the post about a partially shorted clutch is worth looking at too.
