The lever on the steering post is the diesel speed control (throttle equivalent) The lower lever is the switch over lever. If it runs on gas, put the diesel speed lever about mid way. Then switch the other lever all the way to its other extreme (fast movement is best) if it does not run on Diesel it has one of two issues. No fuel in the injection system, or the pump is not pumping high pressure fuel to the injectors. The injector plunger may be stuk from old fuel varnish, or other issues with the governor (in the pump housing) It comes apart easily, and is simple. I would recommend a manual before launching into it unless you are already friends with injector pumps. If you take it off, be very sure to align the timing to avoid serious install issues (Repair manual) JimN
