I had a Yard Man tractor with hydro and after about 17 years, the hydro went bad. But on mine, the reverse failed first. Didnt lock up, just wouldnt move the tractor. The belt and pulley turned just fine, but didnt move the tractor. It sounds like in your case, something is siezed up, maybe an idler or a spindle (if it is the mower drive belt that is tearing up).
