Nova Scotia has an inspection sticker program and has since the 60's. They check all lights, horn, wipers/washer, heater, tires, front end ball joints/suspension, chassis integrity, body (no holes) and brakes (service and parking).... and that involves a drum removal on vehicles with drum brakes. I'm in the process of getting my truck ready for said inspection the first of the week as I just got fined yesterday for driving without a sticker... for the second time, by the same cop. Next time won't be so funny...
It is a pain in the asteroids... but it was instituted at the time because there was a lot of junk on the road, and it would be worse today without it because there are a lot of people who wouldn't maintain a vehicle at all if they wern't forced to, and most don't know the difference anyway. I'm just one of the ones that plays the odds from time to time... and drives without a sticker for a while until I get some little things fixed.
