Sounds like your choke is not working right. Pull off the hose at the carb air inlet. Then pull the choke rod as far as it will go and peek inside - the choke plate should close off the air passage completely. If the rod's not pulling the choke plate all the way shut, or the plate's bent a little or mounted slightly off-center, it will leak air and make cold starting difficult.
