I believe in Ohio a CDL is needed only when the combined GVW of the truck and trailer is over 26,001 lbs.. A 10,000 GVW trailer and a 16,000 GVW truck would qualify, while a 10,000 GVW trailer and a 15,000 GVW truck does not. Any combination with a trailer over 10,001 GVW requires a CDL. Any trailer with a GVW over 3,000lbs requires trailer brakes. A commercial truck, pick up, one ton, and over has to be stickered for the weight of the truck and trailer. Your best be is to call the nearest post of your state highway patrol and talk to the commercial enforcement officer. In Ohio they have been extremely helpful and would rather answer your questions and help you out than write you a ticket.
