The real question is how many ounces of 24D per acre. Unless you know how many gallons per acre your sprayer is putting out, your guessing. A good surfactant is MSO (methylated seed oil) or a straight 90% nonionic. I don't know how much adding Ammonium Sulfate would help, since you are trying to control a legume, but it does generally help with uptake and corrects water problems.I would never use detergents or soap as a surfactant. Yes, the soaps are surfactants of sorts, but have ingredients in them that destroy herbicides. At $.40 an acre for a good surfactant, I never risk using soaps. You might need to use a product containing triclopyr (Remedy, crossbow, etc.) or add it to your 24d. It packs a pretty good punch and works well with 24D,. My 2 cents
