There is a tiny pin in the control valve that can break. When that happens the top part of the stem will come up with the linkage but the spool inside does not move so the the PTO will not work. In you can pull the control valve out of the PTO housing after removing the retainer nut, the pin is broken. The control valve must be installed from the bottom.
