This is pretty normal with the conditions you're in. A differnt pad material might make the squeek go away but I bet it won't for very long. All that's happening is grit is caught on the pad and is just slightly touching the rotor. When you hit the brakes, the grit is mashed into the pad. The pads ride right against the rotor only enough to keep them warm so the braking force is reduced. This tinny gap lets the grit buildup and it can't pass on through.
