If this is all occuring at low idle then, it is quite common for #2 cylinder not to fire as hard at idle. On the letter series the incoming fuel air mixture is usually all used up by #1 cylinder at idle, it leaves very little for #2 to use. This was taken care of on the number series with the advent of the Duplex carb. The ramping RPM may be from the idle needle not being open far enough or a blocked passage in the carb. As the engine starts to die the governer opens the butterfly valve to send more fuel/air to the engine, when the rpms pick up the butterfly closes and the rpms slow down starting the cycle all over again. I'm no expert but this maybe a place to start looking.
