The clutch setup on a tractor with a non electric reverser (like yours) the first 2 to 3 inches at the top are for the reverser..the clutch then pushes to the bottom for you pto or for changing gears...all you are doing by pushing the clutch 2 to 3 in is stopping fluid to reverser, if clutch is set up right...have one 401b and a 300b.. do i come to a stop, no, almost stopped, yes.. I run a 9 ft kuhn on the 401b and love the advantage of not having to shift gears..check yours and see if you can just move the clutch the small distance and stop tractor. oh yes both mine have neutrals and lock outs for neutral position..
