Make sure the radiator air side is clean, the pressure cap is working, and the timing is correct and the advance is working. Make sure the mixture is not too lean and the idle speed is correct. Since it stays cool at high rpm and only overheats at idle, it maybe that the idle speed is too low. What does the idle speed spec call for?
