You are correct. When I was a teenager, our community had an 11 pm curfew for those under 18. Our community also operated on Daylight Savings time, which was a violation of the Federal Uniform Time Act that was in effect at the time. So one night when I was 17, In was stopped by a town cop at 11:15 pm "fast time," and told I was in violation of the curfew law. I then proceeded to quote to the officer the pertinent parts of the Federal Uniform Time Act, and how, legally, it was only 10:15 pm.
The cop thought for a second, and then came back with: "Kid...see this badge? See this watch? As long as I'm wearin' this badge, what this watch says is LEGAL TIME." In other words, "I AM THE LAW, and you are to ignore what legislation is on the books."
Nice to see that cops haven't changed since I was a teenager, and the law is what they say it is, and not what's written in the local, state, and federal codes and ordinances. The guy on the tractor failed to do what he was told, so obviously he broke the law...and when you break the law, it's the cop's duty to make you conform to what the law says..."the law" being the person wearing the badge. There are some who'll argue that because this man on the tractor didn't obey the officer, he deserved whatever they did to him, and possibly a lot more.
I learned a lesson that night in a small town. Even when they're wrong, the cops are the ones with the guns, the handcuffs, and these days the tasers. So that makes them automatically right in any and all circumstances.
