That's a considerable difference to be sure, however different manufacturers changed their maximum governor RPM's for different reasons (and whether or not this is the case here or it could even make that much difference I don't know). I have read (in a Case history book) that Case deliberately dropped the maximum RPM on the model V tractor when it came out in '39 so that it would not appear as strong as it really was. The reason was so that they could get rid of some of their older stock on bigger tractors that were supposed to be in a more powerful weight class yet weren't much stronger than the V (ditto for their model S which was supposedly a more powerful unit than the V but wasn't as much stronger as they'd have liked).
