a/c bucket hydraulic problem

I recentaly bought a 1963 A/C D-17 tractor with a add on bucket.The bucket is operated using the trans.fluid.The supply hose comes off the trans.oil pan and goes to the pto pump and leaves the pump and goes to the double valve body then leaves the valve body and goes through a filter then returns to the trans. by the shifter.My problem is it keeps blowing the filter when i use the bucket.The 1st time the filter split at the upper seam.I drained the system and put a new filter and oil thinking i might have had H2O in it (and outside temp was below 32)but it happened again and blew the filter gasket this time.I checked the releif valve in the filter base and it was not stuck.Anybody ever had this problem before?Any kind of info.would really help.
