A month or so ago, my H wouldn't respond to the throttle setting. Might run fast with the throttle in the idle position, or vice versa and wouldn't speed up when the throttle was pulled back.
Turned out the linkage inside the governor was severely gummed up and sticking. Took the cover off the governor, soaked it in WD40 to free it up, blew air through the tube to the cylinder head and put the cover back on. No more problem.
