Tell them it is constant in both ears and has been that way since you were in the service. Do NOT waver from that. Do not tell them one ear is affected more than the other, do not tell them it comes and goes, do not tell them it's worse at a particular time of day. It also helps if you can describe certain noisy incidents in the military that could have brought it on.
When I was interviewed, my AL rep coached me ahead of time. I was also able to describe working around jet aircraft with no hearing protection available, exposure to gunfire with no hearing protection available, etc. It also helped in my case that I was able to produce records of consulting with a civilian otolaryngolygist years before I involved the VA.
