Has the hydraulic filter ever been changed? A blocked filter could cause that problem as well. The hydraulic filter is located above the rear axle, on the left had side of the tractor. It is in a pain of a place to get at. It is tight up against the platform. I found out that my Cockshutt 1650 had one, was last winter I put a stick through it, while in the bush skidding out tree tops. Bruce.
