I talked to a state trooper a couple years ago. About 20 - 25% of all drivers lack insurance. About 20% lack licences. The drinking causes some of it, but people getting their license pulled for things other than driving ( usually non payment of child support) drives some of it. Trooper told me they don't have enough jails for everybody.
