Most likely the rust is coming from water that is collecting and then drying, leaving the iron on the floor. If possible a pressure washer would work the best. If not try a 2% solution of muriatic acid. If that does not get it work it up slowly to 10%. Make sure you allow some ventilation when using the acid in a confined area
If there is water seeping through the walls onto the slab, a good cement sealer will help prevent it in the future. If it is seeping in from beneath the slab (meaning no vapor barrier was put down before the pour) a sealer might work, but no guarantee.
