Don: On the steel wheels used on tractors during the first four decades, there were several different types of "lugs" used to gain traction. For front wheels, the flange found on many of these types was to assist in steering by preventing side slipping of the wheel. Just like the later rubber ribs found today. The flange just sort of dug into the ground and helped guide the tractor in dirt. Of course, steel wheels with these lugs were prohibited from most kinds of paved roads, as they would tend to break up the pavement. Because of this, and because greater traction was possible with rubber tires, steel wheels eventually dissapeared. JD70jim
