stalling

help! does anyone have any ideas as to why my 9n won't run and keeps stalling? in order to get it to run at all i have to choke it and then as soon as i go to move it stalls. it will start right up again(with the choke out) and sometimes will idle without being choked. i have removed the gas tank, flushed it out,blew out the fuel lines,changed the fuel filter, cleaned the air filter,removed the carburetor(the float seemed fine and the jets were not plugged) and pulled the spark plugs which were clean. any ideas?
