the floor is always damp it stays around 55 year round. alot of the plaster was letting loose , I took off the loose , did a scratch coat of portland and lime , then a finsh smooth coat with white cement. a year after that I had some white thoroseal left over from another job I was doing so Ipainted that on. It does not get water in there but it does stay damp, I dont know whwt the pockets are for maybe to keep butter and stuff in . I dont know how old it is.
