First of all make sure there isn't any water that is freezing and not allowing the pump to get any oil. Are the lines from the control valve to the pump tight at the connections? There is a allen head screw on the top of the hydro pump, take it off and fill an oil can with the hydro oil you are using and fill that pump up good with oil and replace that plug. If it still won't take prime, use an air compressor and pressurize the system by blowing air into the breather tube while the tractor is running.
