Well since this is inside the wheel what I would do is remove the tire. Clean the rim up good and paint it on the inside with a good brand of paint. Let it fry good and then put the tire back on. Also if you want to be sure it does not leak paint it then let that dry then put a 2nd coat on and let it set good but not dry all the way and put the tire on. The paint that is not 100% dry will seal up the leak well, can make it a pain to remove but sure will seal one up
