The switch has a rod on the bottom which sticks down into the transmission when you push it to start. There is a plate on the bottom of the shift lever which has a notch in it. Unless the notch is in the right position(neutral)you can`t push the button down.
That said, I suspect your switch is worn out. There are parts inside which must make a connection in order for it to work and they wear over the years. It is not to big a job to replace it and FNH dealers have them.
