Probably could not happen in are life time. Last time there was a surplus of $$ was back in 1948 give or take a year. But yes if congress and the others all started to pay into the S.S. system for there retirement and also dropped there pay down to a real level say that of maybe the top Military people gets then $$ could/would be saved and S.S. would be out of trouble etc etc but it will never happen
