Two other possibilities then.
Either as Kentb says you have a check valve in wrong, or the pushrod and diaphragm plunger are not moving or not moving far enough.
You should be able to take the cover off the "elbow" and watch the pushrod actuate the diaphragm while somebody cranks it over.
Might be a plugged line from the tank too. Easy to check, just take it off at the pump and open the valve on the bottom of the tank. You should get a good stream just from the gravity flow.
