It happens out here on the west coast. When cars are totaled they sell with a salvage title, also known as a dirty pink slip. They get rebuilt by guys that are not master mechanics, and probably would have trouble providing a social security #. It is not illegal, but real mechanics usually wont mess with them. With that lower price comes some risks. Forget about the warrenty, probably can not get financing, some companies won't insure them, it may drive, steer and break strange, wear tires quickly and unevenly, and if you ever get in an accident some personal injury lawyer is going to spend hours telling the jury about your knowingly driving an unsafe car (trust me, he will produce experts that will testify about how the repairs were done incorrectly and how the car could never be repaired to be safe) and your goose will get cooked. On the other hand, you may get a great buy an a car that never gives you any problems.
