I'm kind of inclined to agree just because it has a single track roller instead of several,but with that said,I went through the Encyclopedia of Farm Tractors,and with several pictures of Bates Steel Mules,there aren't any that look quite like that. All of them in the book drive from the rear wheel and use one roller and one idler. It really looks more like an International 15-30 Gear Drive with an aftermarket track kit. Steering column and all look like a Gear Drive. Acme had one that drove like that,but the rest of the tractor doesn't look right.
