Sounds like the plow clutch is slipping. The Gravely recomended method of adjusting is : Set a flat bar between the driving slots of the clutch w/ a spring scale set 12" from the CENTER of the clutch. You are looking for 30 to 36 foot lbs. to make the clutch slip. It is important that the bolts be adjusted evenly. You might be able to rig something up w/ a torque wrench.
I confess that I have never done this the proper way. I just use a torque wrench to tighten (loosen) the bolts evenly so that it seems right.
