Yes he hired the big guns to run the property while he is out of the country. They are also in charge of making sure the HOA fees get paid; making sure the elec and gas bills get paid; cutting the grass or snow removal if there is no tenate and fixing/repairing any problems that may come up.
He does not have a problem with paying for that service. Since this is brand new to him he just wants to make sure the company picks someone he approves of to live in his 200k house.
