I would take the tank off and put some simple green and a couple gallons of water in it, slosh, dump, repeat. Use hot water as it will evaporate quickly. Pour some fresh fuel in it and slosh it around and dump it as well. I would some diesel for this as I use diesel for starting fires so even dirty it would never go to waste.
The carb should be disassembled and rebuilt while it is apart. You may just as well put a new fuel line on it as well. Be sure to put a spiral or pig tail in your line just like the original.
If you don't take off the tank you will be cleaning screens the rest of your life. I have also used a shop vac but only on diesel tanks. As you pull the fumes from the tank the fumes go right to the arcing motor, so don't do it no matter how tempting. Be safe.
