The reality is, there are MANY broad and general laws that a cop can use to write ticket for just about anything. But, having it hold up in court is a different story.
The consolidated NY law about blocking the view of a license plate is very specific and descriptive and I've read it closely. I suspect that for 99% of the ball hitches out there, it will NOT apply and would never hold up in court.
Now, if somebody bumps into your hitch and complains, the following State statute could be applied.
§ 388. Negligence in use or operation of vehicle attributable to owner. 1. Every owner of a vehicle used or operated in this state shall be liable and responsible for death or injuries to person or property resulting from negligence in the use or operation of such vehicle
