A cosmetic restoration is well worth doing, and can be done in stages to help spread the cost. If its stored inside, you can often even leave the A stuff alone. Done with volunteer labor, and donated paint, it can be pretty cheap as well. If they plan to return it to operation, then I hope they already have a place to run in mind, there are few mainline operators willing to allow amatuers to play on their tracks (especially in the east). A rather expensive gamble, as most complete locomotive restorations that I have heard about (those intended to bring the loco into full FRA compliance), were in the $300K to $750K ball park.
