If you even have a set of post hole diggers in your hand, the inspectors seem to drop by. My dad had his living room and dining room painted a couple of years ago. The painters had a set of saw horses with a plywood top and a paint can sitting in his front lawn. The buiding inspector stopped by and was trying to force his way into dad's house because he was sure there was illegal remodeling going on and not just painting. I think dad was ready to call the sheriff on the inspector.
