What they need to do is make an absolute no mans land at the border. Then every so many miles take the old Phalanx systems ( R2D2 for you old Navy guys)they remove from outdated/decomisioned ships and mount them on towers along with their fire control radars every so far. When they pick up movement have them programed to shoot a burst 30 feet away from the target. If this doesn't scare the target into going back across the border then the next time it fires at the target. One thing about it after getting hit by a burst of 20MM shells there wouldn't be enough left to even know someone was shot other than a fine mist of parts....... It may sound extreem but after the first person got shot this way I can guarantee you it would take an absolute crazy person to even think about trying to cross again.
