Timing a No. 46 baler??

Have had an old International model 46 square baler for some time now. I know most of you are laughing, but it works pretty good. At the end of last year the plunger kept breaking the flywheel shear bolt. After having a look I"m almost positive it"s out of time. The serious issue is that the needles get stuck on the knotters, and I literally have to hammer them down back into the bale chamber. Actually the outside, bottom of each needle is starting to get scored. I checked the needle height and adjusted it but I don"t believe that is problem. Thoughts?? Suggestions??
