Jay...here's a few things too check.
1. Make sure someone hasnt installed an inline fuel filter..if so, remove it. 2. Remove the inlet line coming into the carb, it sounds like there is a restriction in the fuel line and its not letting enough fuel thru too keep it running at higher rpm....... Make sure fuel is freely running thru the lines and getting into the fuel bowl, sometimes the inlet on the carb can become plugged also.
These are a few of the major things....but I'm leaning toward a fuel prob.!
