Why does everything have to be blamed on the government. The last EPA regulations to affect the small engine industry limited 2 stroke use, emissions and fuel delivery, not carburetor adjustments.
There are still engines made by all the manufacturers every single day that have adjustable carburetors. You aren't going to find them on a lawnmower from Walmart or a pressure washer for Tractor Supply. They do exist.
